A key resource many advocates point to is the updated guidance from the National Immigration Law Center (NILC), which outlines eligibility across programs.

 

Health Programs Available

Healthcare remains one of the most important areas of support, though some rules have changed in 2026:

  • Medi-Cal:
    Qualified immigrants still have full access. However, adults 19+ without legal status are now limited to coverage only if they were already enrolled before 2026.
  • Medi-Cal Access Program (MCAP):
    Helps cover insurance costs for middle-income families, regardless of immigration status.
  • Specialized Health Services:
    Programs for breast, cervical, and prostate cancer treatment continue, with eligibility depending on county guidelines.
 

Food Assistance Programs

  • CalFresh (California’s SNAP program):
    Available to qualified immigrants. As of April 2026, some non-citizens (including certain refugees or asylees) may have their eligibility reviewed or adjusted.
  • WIC & School Meals:
    These programs remain widely accessible, especially for families with children, regardless of immigration status.
 

Financial Support Options

  • CAPI (Cash Assistance Program for Immigrants):
    Provides monthly cash aid for seniors and people with disabilities who don’t qualify for federal SSI due to immigration status.
  • CalWORKs:
    Offers cash assistance and job support to families with children, helping cover basic needs while building toward employment.
